Engineered Asphalt Materials (EAM) is a bulk asphalt supplier for municipal road departments, county governments and the contractors who build public works projects. Our Vero Beach plant produces Superpave, polymer-modified, friction course and patch mixes, with mixes that meet FDOT specifications depending on project requirements, for agencies across Indian River, Brevard, St. Lucie and Martin counties.
What public works buyers need
Public agencies answer to taxpayers, engineers and inspectors at the same time. That shapes what they need from an asphalt plant:
- Spec compliance they can document, not just promise.
- Steady supply for resurfacing programs that run for weeks at a time.
- Flexible loading for night and weekend work that keeps traffic moving.
- Accurate tickets that hold up in a pay-item audit.
- Quick answers when a crew needs patch mix for a pothole complaint this week.
Mixes for city and county roads
Our standard lineup covers most public works applications. Availability and exact specs are confirmed per project, so call before you write a mix into a solicitation or bid.
Resurfacing and new roadway
Superpave SP-12.5 and SP-19 for surface, structural and base layers, paired with PG 64-22 or PG 67-22 binder, or BM-1 base mix where the design calls for it. On heavily traveled roads, our mix selection guide points to Superpave or polymer-modified mixes.
Intersections and truck routes
PG 76-22 polymer-modified asphalt for high-stress intersections and trucking routes. It flexes under load and recovers, resists rutting at stop-and-go locations and stays stable in Florida heat.
Wet-weather safety
Open-graded friction course for high-speed roads and wet conditions, where improved drainage and reduced hydroplaning matter. Stone matrix asphalt is available for highways and arterials that need rut resistance and longevity.
Maintenance and repair
SP-9.5 fine surface mix for pothole and repair work, utility cuts and small patches. RAP-blended mixes offer a cost-efficient, sustainable option where the specification allows recycled content.
See the specifications page for gradations and binder grades.
Documentation and on-site testing
Quality control happens at our plant, not after the fact. Our on-site program includes sampling and testing of asphalt mixes during production, monitoring of mix temperatures and consistency from batch to batch, checks against the specifications required for each project, and documentation to support municipal requirements.
Every load is weighed on FDOT Certified scales, so each ticket reflects exactly what the truck is carrying. That keeps quantities clean for inspectors and for pay applications.
Loading for public works schedules
Standard plant pickup at 500 2nd St SW, Vero Beach, runs Monday through Friday, 8am to 5pm, first come, first served. Public works jobs often need to pave when roads are quiet, and weekend and after-hours loading is available by request. Call ahead so we can schedule production around your work window.
Agency crews with their own fleet can load directly at the plant. If you need trucks, delivery can be arranged through local trucking partners, and we can connect you with preferred haulers.
For multi-week resurfacing programs, share the schedule with us early. Lead time depends on the mix and our production schedule, and advance notice lets us plan production so mix is hot and ready when your trucks arrive.
Bid and budget support
Whether you are an agency estimating a program budget or a contractor bidding a municipal job, our technical support team can help determine quantities, mix types and timing. For a quick quantity check, the asphalt tonnage calculator converts length, width and thickness into tons using a standard density you can adjust for your mix.
Questions about payment methods, account setup or minimum orders for a specific mix? Call the plant and we will walk through what is needed for your agency or project.

A local plant for local infrastructure
EAM was built in Vero Beach to supply the asphalt that keeps roads safe, developments moving and communities connected. Producing close to the roads we serve supports local jobs, local contractors and local infrastructure, and keeps the supply chain short for the agencies that depend on it. As the Treasure Coast grows, so does the road network that public crews have to maintain, and a nearby plant makes that work easier to schedule.
